With a mane of almost the double of group size how much should be blur, how many points?

With double of size I am refering to the mane of the tutorial

I'm using Inkscape but when I apply the Gaussian Blur  it desappeart when I save the picture in Png. Ccan you say me why?

Inkscape has its odd quirks and bugs, unfortunately. Try experimenting with different export sizes, maybe adding more nodes to the shape of the mane, or at worst, redrawing the mane. I unfortunately never really figured out what to do when that happens.

Is there any way to apply ANY of these effects in MS paint? NMM is a pony I draw a lot, and making her mane in pain is absolute hell, because, as far as I've found, there is no way to apply a blur or transparency. I normally just stick to a Luna-mane, but with an opaque outer fill.

I can only suggest moving to more advanced programs. Inkscape might take a few days to learn, but you will definitely find it a lot easier to work with once you get the hang of things. This is the tutorial I used: mandydax.deviantart.com/art/In…

Gimp is also free, and what I use. It works really well for this.

Thanks a lot for this useful tutorial!

It seems that while NMM's stars are upright, those in Luna's mane are rotated by 45°. (see here)

It may be worth mentioning how the stars float off of her mane for quite a distance in places.

Nice tutorial regardless! Very clear and easy to understand.
