Six high school juniors (T.J. Detweiler, Vince LeSalle, Ashley Spinelli, Gretchen Grundler, Mikey Blumberg, and Gus Griswald), have been planning a prank for quite some time on Principal Prickly at for the last day of school at Third Street Elementary: Operation Ripoff. Phase 1, Gretchen finds where Prickly gets his suits dry-cleaned. Phase 2, Spinelli and Gus break into Prickly's house while he's at Third Street Elementary, they find the color and size of the jackets, dress shirts, ties, and dress pants. Phase 3, Gretchen disguises T.J.'s voice to sound make him sound like Prickly and custom orders the suit with tear away velcro. It is a Monday, during their open 5th at Third Street High (when they don't have a 5th period, they're done for the day after 3rd period), they put their plan in motion. Phase 4, wait until nightfall on Wednesday, break into Prickly's house, throw the suit in the closet.

The last day of school at Third Street Elementary is on a Thursday. The kids are on the playground. Principal Prickly is out on the playground bidding farewell to the sixth graders (who will be moving on to Third Street Middle School, three down the street from the elementary school). Prickly's clothes suddenly get ripped away, exposing him in his underwear and shoes, with "Let it Go" from Frozen blaring over the loudspeakers, kids are laughing. T.J. and his crew pulled off their biggest prank ever, even while in their last class of the school year, thanks a switch designed by Gretchen to rip the clothes off. While walking to Kelso's to grab some lunch, the gang is approached by Prickly and Ms. Finster (thanks to them being ratted out by Randall again), Finster and Randall think that Prickly is going to have them arrested and tried as adults. He doesn't, to Randall and Finster's surprise, he instead congratulates the gang for pulling off a prank unlike anyone has ever seen and hopes that next year's prank will become the prank to end all pranks.

Before summer begins, there is the graduation ceremony for the seniors at Third Street High (six blocks down from the elementary school), and among them, rival Erwin Lawson. Last time he'll be ganging up on the Recess gang, until college, if they ever bump into him. To give the commencement speech is King Bob, back in town for the summer from college in New York. With the ceremony over, summer vacation has begun (the ultimate recess). T.J. switches future careers by being a musician instead of being a taxpayer and begins writing his own songs and do some covers. On the first day of summer, then there are corrupt military agents surrounding Third Street Elementary, whatever is going on inside, the place is locked down tighter than Fort Knox. T.J. breaks in through the roof and sees something terrifying, scientists using a tractor beam that was stolen from the government, lifting a safe. T.J. quickly takes photos with his phone, only for a grate in the air vent to break and he falls through, exposing himself, and barely makes it out alive after being pursued by ninjas.

Hiding back at the treehouse in T.J's backyard, he shows the photos to the gan of what he witnessed. T.J. recalls before being exposed that he overhears the scientists are going to use the tractor beam to move the moon's orbit when it is closest to the Earth, which will create a new Ice Age. Concluding that whoever is in charge, his/her plan is to turn summer into winter so that kids will be forced inside to study. Gretchen then concludes that if students spend the entire year in class, and no breaks, students would be driven to stress, depression, anxiety, and test scores would be lower. To the kids, that would totally "whomp." Spinelli believes that to stop the end of summer would be to break into the school and destroy the tractor beam, but it will take a whole army to sabotage the tractor beam. But without their knowledge, Randall eavesdrops on the conversation and sees it as an opportunity to get the Recess gang arrested.

Sending a cryptic message to the other kids, breaking into the school with an army works out better than expected due to the recess game of Battle Tag until they are overrun by the enemy, lead by Phillium Benedict. The tides have turned when the teachers arrive. Ms. Finster, Benedict's ex-girlfriend, rejects him, and the teachers join in on the fight. Benedict then activates the switch on the tractor beam, but is damaged when the Ashleys (A, B, Q, and T) use their carry-on perfume to damage the switch, which was totally "Scandalous." Enraged, a fight breaks out between T.J. and Benedict. T.J. gets the last laugh as Benedict, and his crew are arrested for theft and breaking and entering, thanks to the SWAT Team showing up, from Gus having an inside contact, at the last second as T.J. knocks out Benedict with Vince's baseball.

As Benedict is arrested, Principal Prickly recalls how, 40 years ago, he and Benedict were best friends. Benedict then became the principal of Third Street Elementary School. During a private conversation with Prickly, Benedict showed him that he had intended a move to abolish recess as a way to improve test scores. Prickly went to the superintendent as a means of convincing Benedict to change his mind. The superintendent instead fired him and promoted Prickly to principal. To make matters worse, Ms. Finster, broke up with Benedict, driving him into a hateful vengeance. Later, Prickly says, Benedict went on to become Secretary of Education but was fired when he tried to abolish recess again nationwide. What T.J. saw was right all along. And summer and recess are here to stay, and Prickly confirming Gretchen's theory that without recess and summer vacation, students would be driven to stress, depression, anxiety, and test scores would be lower. As part of the Kids' Code of Honor: There is a balance between class time and free time. Recess helps exercise the brain, and students are more relaxed when it comes to tests, projects, classwork, and homework. Take away one of the two, and the balance crashes down on one end.

Summer continues after Prickly reminds T.J. why he went into teaching in the first place: to help kids. And he reminds him of the prank to pull off before graduating high school, which at the same time will be when Prickly retires. Ms. Grotke will become the next principal of Third Street Elementary. The Recess gang is praised for their heroism, and they spend their summer together as a group of friends, right before senior year. As the gang spends their time at the lake, they carve their names into a tree and then reflect on the good that happened during their junior year by looking at their group photos from over the school year (Friday Night Lights, Homecoming, The Christmas Rally, The Easter Rally, Junior Prom, and the Just Dance competition at the End-of-the-Year Rally). King Bob later knights the gang, and in revealing Spinelli's first name as Ashley, which Randall secretly overhears. A day later, Randall pranks Spinelli by entering her into the next teen beauty pageant. With the help and encouragement of the gang, Spinelli beats the Ashleys (A, B, Q, and T) at their own game, winning by being her true self. In doing so during the competition, for talent, she has T.J. come up on the stage with her and they perform "Desert Moon" (a deleted song from Disney's 2019 remake of Aladdin) as a duet, and T.J. also on guitar. Her victory over the Ashleys (A, B, Q, and T) ends with sharing her first official kiss with T.J., which was totally "Tender." And then they beat up Randall, for the countless times he snitched on them, and the attempted snitching.
