Honestly I don't know what really happened. Was it random checking of address? Or did a 3rd-party unauthorised access really happened? Anyhow all I needed to do was to fax a utility bill and the cover letter as proof of address that I was me. And to wait 7 biz days to see if they processed your shat.
I refaxed it twice without a hint of receipt. I enquired on both times and received same emails which is just a copypaste. I doubt they even read my complaint. I couldve typed gibberish and they wouldn't know the difference HAH! Bastards.
Kids, if you wanna use Paypal for any biz, I suggest tread carefully and don't leave too much money loitering in it (like me) or suffer the LOCK-DOWN!!
Oh and if you live in Singapore, I suggest when you call the customer service you better already know chinese. Even though I pressed for Eng language the lady who picked it up could barely speak English nor get my email right. After that I just gave up and spoke in Chinese. Anyhow at least she was better and more apologetic than any of the folks over in the US headquarters (if I ever get to speak to them).
