Is Seymour a villian ?“For if you suffer your people to be ill-educated, and their manners to be corrupted from their infancy, and then punish them for those crimes to which their first education disposed them, what else is to be concluded from this, but that you first make thieves and then punish them.”
It seemed like a villain that people see Seymour a evil. Is he ?
Lord Jyscal wanted peace between the humans and the Guado which resulted in the birth of Seymour. Yet because he is not pure in the sense that he is from two races, he is shunned along with his mother. Eventually Seymour and his mother would be sent to an island in which she would die, leaving Seymour fend for himself.
Eventually. JYscalo comes to retrieve his son. It's not shown what happened to the remains of Seymour's mother, or what kind of relationship Jasco has with his biological son.

Five Solemn PromisesChapter One
They said when Sin came to Baaj, the children died at sea. Seymour's gaze remained steadfast on the water below, intrigued by its quiet violence. Beneath the surface, fiends returned his stare. He smiled. Morbidly, he wondered what would happen if he joined them in their vast, inscrutable grave. Instead, he held his summoner's staff above the ledge, out toward the horizon. Did they fear his power? Did they fear at all? From the edge of the balcony, he felt the breeze as it swept in from the south, carrying with it the scent of brine and kelp and something like the tropical weather of Besaid. Perhaps it too, like everyone else in Spira, wished to make for Bevelle. His eyes glazed over. He had no inclination to go. He had no inclination toward anything.
Voices inside the temple broke the evening tranquility.
His attendant (his father's closest friend) had just returned from the capital. He was recounting the festivities to the old couple that brought supplies
FFX Loss and Love p.3The days passed by quickly after that fateful day when the reclusive half-Guado opened up to Yuna. No one else seemed to be able to get him to say more than a few sentences at a time. Routinely, Braska or his wife had to check up on the pair several times a night to make sure they had really gone to sleep instead of feigning it. He sniffled a bit before answering. "Yuna, her mom, and I were
FFX Loss and Love p.2Over the next few days, the boy, now recognized as Seymour, refused to say anymore details on the subject of his parents, or even where he came from. It seemed the only person he even succumbed to talk to was Braska. Little Yuna seemed more fascinated than jealous at the older boy's liking of her father, it was almost like he never met a person like him before, which to her seemed odder than the other child's looks. Eventually, she managed to find him alone on the beach, almost looking like he was fighting an imaginary monster with a stick in the most graceful and elegant way she had seen before. His sapphire, branch-like hair was slicing through the air with his every movement and the oversized, white clothes his father lent him until the tailor got finished with the clothes for the eight-year-old flapped in the wind his motions generated.
"Um what are you doing?" She asked timidly of the half-Guado while walking up behind him.
The youth whirled around to face her immediately and
