Tutorial has been requested. So I made one
This is how I draw chibis.
And I used a font this time I think it came out better then my first tut

Everything is on a new layer.
One- Draw a circle for the head. Draw a line in the middle to which ever way you want the head to face. Draw the eye guidelines.
Two- Draw the head outline. On a new layer, draw the head outline.
Three- Draw the eyes, eyebrows, and mouth on this layer. You can draw them all on one layer or on different layers. It is up to you.
Four- Draw in the hair. Draw in the hair how it flows. I'm bad with hair, so I recommend references to help you.
Five- Draw in the body guidelines. Take the pose that you want and draw a simple lines to were the arms are going to go, legs, etc. Guidelines are simple lines that help you place what you want were. I like to draw my chibis with small shoulders and big hips, I draw a small line for the shoulders and a big line for the hips.
Six- Draw in the body. I like to make my chibi bodies have a curve to them, so I draw them with big hips/butts and there legs big too xD
Seven- Draw in the details. Draw in details like cloths, accessories, weapons, etc. Whatever you still need to draw.
Eight- Clean up your drawing. Take away the guidelines, clean up lines you don't like, fix anything that looks wrong, etc.
You're done! Now you can color or lineart or do whatever you want with your drawing
