Tokarev is a devil from hell along with his twin sister, Nagant. Tokarev and Nagant are racing to avenge their fallen older brother, Makarov. Makarov was the warlord who started World War V at the rangers' home planet, and was killed by Ty's (#40) older brother, Jean. Tokarev and Nagant are leader of of New Soto En, a crew of the most evilest racers in the UGP. They all want to destroy every single enemy they have and win every races. Tokarev and Nagant are also VERY DEADLY Fighters

Takarev: I will make you pay for what you done to my brother!

Takarev: Next time get out of my way if you want to live!
Mr Zero: How do you spend time when you are not racing?
Takarev: Practecing my deadly fighting moves so i can defeat my nemasis. Forever!
