I just love this voice. He sounds like he's trying so hard. He's not really that scary, but I can imagine that voice coming out of Glasgow, actually sounding creepy and menacing while at the same time being goofy.
Marionette: Tara Strong (Bubbles from the Powerpuff Girls)

Surprised? I find this voice coming out of Marionette to just be... WRONG. And that's right. By that I mean, can you imagine a cute little voice like that... saying things like "I'm going to pull you apart and see what's inside." Somehow... hearing a CUTE voice say that is WORSE than hearing a legitimately threatening voice say it.
Captain Scythehand Salvadore: Robin Atkin Downes (Captain Romulus Slag from Ratchet and Clank Future: Tools of Destruction and Quest for Booty)

Okay, maybe ask him to be more threatening, but I think he nails the pirate voice pretty well. Maybe add some vocal distortion as well to make him sound more undead... I know he gets possessed by a ghost of his former captain in Quest for Booty, but that was a different voice actor... so...
Amon-Ra: Keith David (Goliath from Gargoyles, Atlas from Teen Titans, etc.)

Couldn't really find the video I wanted, so take this compilation instead. For some reason this deep voice coming from this mummified master of light seems to fit... it has this gravitas to it that implies a king, but Keith David has played some rather spoiled characters in the past as well, specifically Atlas from Teen Titans, which suggest he can play someone with a god complex quite well.
Don Phantissimo: Jim Cummings (Dr. Robotnik from Sonic the Hedgehog: SatAm, singing voice for Rasputin in Anastasia)

Now, this is an odd choice. The rasp in his voice carries a threat level all on it's own, but something that really sells it for me? HE HAS A GREAT SINGING VOICE. As evidenced by his performance as Rasputin in Anastasia.

Clockwork: David Solobov (Shockwave from Transformers Prime)

The grim, cold, mechanical voice of logic. Logic and order... regardless of the cost. Regardless of what has to be removed for it to succeed, ally and enemy alike. That is Clockwork, and this voice resonates with that chilling goal quite well.
And that's just about everyone... I mean, yeah, there are still some characters who could use a voice, but they're still relatively new so I need more time to imagine how they sound.
