Specifically this work is drawn with a pencil. For my color artworks I usually use ArtRage and Manga Studio.
Also I can recommend you Corel Painter (multipurpose painting software with nice imitation of all the basic natural media)
and TwistedBrush Studio (not very convenient user interface, but an astounding number and quality of different brushes and effects)
