yeah, but also - as those facilities were rather old, they simply faced the RIGHTFUL dilemma: to modernize (and it would be incredibly expensive) or to close. So most of them closed and it was a good thing because they would not be able to offer the animals modern conditions. So now they have Nuremberg with its huge natural outdoor lagoon (they chose the modernization way) and Duisburg, who offers acceptable conditions, because the main pool was built in the 90's. But still - even Duisburg would soon need to extend or close.
