At times there is speculation popping up around who would win in a war between Imperial Norway and Neo Dixie, as well as speculations around weapons used.
I am not going to draw any firm conclusions here, but just discuss some factors to consider. Neo Dixie has a large nuclear arsenal, which it inherited from the former United States when the North and the South split.
Imperial Norway has exactly zero nuclear weapons. The territory it has occupied in Europe are not nations with nuclear weapons such as France and Britain, so it hasn't acquired any nuclear weapons there. One also has to consider that Neo Dixie inherited a large chunk of the enormous military industrial complex from the former United States of America. The US was, after all, by far the best armed nation in the world with the largest military budgets.
Of course, in the timeline we are in, places like Indian and China have become significantly more powerful, so the American dominance is not what it is today in our present timeline. It is also weaker given that the North and South are split into two nations.
Imperial Norway, in contrast, inherits a much smaller military power. Norway was never a major military power and the areas it occupies in Germany and Poland was also never major military powers although Germany of course is known for making good military hardware which Imperial Norway today is taking advantage of.
What nuances the picture is that Imperial Norway has invested a lot in hight tech weaponry (financed by oil money). It has orbital cannons and has invested in advance material science for advanced armor for their soldiers and light vehicles. It also has some other unique weapons, such as its Imperial airships, which use a variant of the technology found in the orbital cannons.
It basically has something akin to a powerful laser or particle accelerator onboard, which allows it to have instant hits on far away targets as long as it can get a lock.
However, in terms of other more traditional weapons, Neo Dixie is far better equipped: It has more artillery, tanks, APCs, fighter jets and battleships.
Imperial Norway and Neo Dixie are very hard to compare because they have very different strengths and weaknesses. Norway in this timeline only has 6 million people. Neo Dixie has a population of around 160 million. Including occupied territory, Imperial Norway has around 140 million people.
Of course, many in the Neo Dixie population are white and cannot service in their armed forces. However, non-whites makeup around 80 million of the Neo Dixie population, Thus Neo Dixie can draw on a much larger population to form its armed forces. For this reason Neo Dixie maintains a professional army, while Imperial Norway is a profoundly militarized society where every women must serve multiple years in the armed forces and never really leave. Many continue to work in tangental roles with the military or security forces.
Imperial Norway is a bit like a caricature of a fascist state. There are youth organizations focused on physical strength useful in warfare, which women typically join early on in life. It is a bit like Hitlerjugend. Neo Dixie in is a lot more chill in this regard.
Because of both a civil war, a later invasion and problems retaining control over occupied territory, the life of Imperial Norwegian women has been a state of almost constant warfare or battle. Some kind of armed conflict has been going on most of the existence of Imperial Norway. Neo Dixie is much more peaceful.
Hence, this is somewhat in favor of Imperial Norway in case of a conflict. Neo Dixie may have a much bigger population to draw forces from, but they are also much less experienced in warfare. It is one of the reasons Neo Dixie calls upon Imperial Norway to help squash a male rebellion. They know Imperial Norway has far more experienced soldiers.
Orbital Cannons vs Nukes
In the present story line, Imperial Norway has invaded Neo Dixie. The question is: Why have they not used orbital cannons for easy wins? It is primarily because Neo Dixie is armed with nukes. Using orbital cannons is to cross a red line and open up for a nuclear retaliation. Another reason is that orbital cannons are simply not that effective. They burn out eventually and cannot easily be replaced. In a prolonged conflict, this weakness would get exposed. Imperial Norway wants to retain an image of invincibility. It is thus useful for them to publicly state that they only use orbital cannons in defense.
Their enemies doesn't know that they would eventually run out of ability to zap them in an actual war.
It is part of the reason Imperial Norway has been busy with outreach around the world, toning down their white supremacist rhetoric and inviting boys on student exchange programs and similar. It is a country with an image of invisibility, but which in reality is much weaker and desperately wants to get on good terms with their surrounding before that gets exposed. They are also trying to buy time. They are hoping that over time the situation in occupied territories would normalize, and they will not be so stretched militarily. The hope is to be able to recruit women in the occupied territories and raise a new generation of young people with their ideology.
In short, Imperial Norway has advantageous for short running wars, where they can use some of their exotic weapons and well-trained soldiers for quick victories. But as soon as anything gets drawn out they will suffer from the fact that they have too small an army. Neo Dixie would likely prevail in a longer drawn out conflict as they have more military equipment and manpower.
Imperial Norway, with their invasion, was hoping that by taking Atlanta they would get a war lasting a very short time. That hasn't played out.
The black rebellion against Monifa is their last hope, as they are desperate to find an exit from a war they know they cannot win in the long run.

Big disclaimer a the top! It's your work of fiction so do as you wish or feel inspired to do story wise. I am a big believer in the artist/writer being the main arbitrator of what is and isn't possible in their setting and this is just coming from the perspective of a pedantic asshat (me). Keep up the story telling and letting your muse take you where it goes.

A few other things to consider as well is logistics chains, economic power, and state capacity (from a realistic perspective). Imperial Norway would (probably) need to attract the Northern States into assisting given that long of a supply chain across the Atlantic. Or sparking a civil war within Neo-Dixie itself.
But the logistics tail is going to be the greatest problem for the Imperial Norwegian Military. Even with lots of long range transport, you aren't going to be as efficient at delivering your weapons and munitions to the frontline as compared to the Neo-Dixie military, especially if its a slogging match (like Atlanta.) The US military (at its current configuration) is probably the greatest logistics network outside of the private sector on this planet for that very reason: all those forward bases, partnerships, etc allow the US to stock pile lots of munitions and equipment for troops to deploy to, pick it up, and then fight.
So I look at the fight this way: Imperial Norway is (probably, unless it does something spectacularly stupid) be invaded and conquered by Neo-Dixie. On the other hand, Imperial Norway is probably going to suffer much higher effective (as in long service combat personnel, expensive equipment, etc) than Neo-Dixie. Again, Atlanta is a good example of not a good idea from a military perspective: its inland away from major harbor facilities, is deep inside of Neo-Dixie territory, and is near by several key logistic centers for Neo-Dixie (and industrial centers.) The cost for the Imperial Norwegians to hold it will probably be too great and the forces there could be effectively cordoned off and their supplies interdicted. Wouldn't be at all shocked if that was what Neo-Dixie high command was settling on and, in a relatively short period of time, you can 'pocket' the entire Norwegian occupation force there.
New Orleans would be an even bigger stretch (roughly an 8-9 hour drive by car at the moment from New Orleans to Atlanta in peacetime) to seize or attempt to seize. Smaller city, but it is also much further away logistics wise from any friendly formations. And that big stretch of territory between Atlanta (which is a fairly big city physically so it would eat up a lot of occupation forces to hold) and New Orleans between which the Neo-Dixie forces could mask/hide a large number of reserve formations/training facilities for new units to feed into either effort. A raid on New Orleans might make more sense (aiming at the harbor and port facilities) before pulling out as fast as possible, but that would be one risky mission to undertake.
So I doubt logistics for Imperial Norway in Neo-Dixie, which leaves us state capacity and economics. Here I would probably grand the Imperial Norwegians a bit more state capacity (controlling what they do takes real organizational capacity, I grant you) at least in terms of administration. The Neo-Dixie administration is much more personalist in regime style and perhaps more fragile, though I suspect their internal security apparatus is quite effective (given how much of the populace is disenfranchised/enslaved effectively). Economically, though, is a bit more weird. While the South Eastern US is relative poor in the context of the US as a whole, compared to Europe the South Eastern US is pretty economically powerful. Texas and Florida are roughly the size of France and Spain, respectively with smaller populations. Texas is 30 million people while Germany is 80 million, and Florida is 22 million and Spain is 47 million. That is an awful lot of economic potential to tap into for war economies and that tends to support your "short war good for Imperial Norway, long war is really bad!" thesis at the end.
So is there absolutely zero hope for Imperial Norway? Not quite. Civil war within Neo-Dixie would help them, as would intervention by the Northern States (which seem to have cool relations with Imperial Norway), and it could tip the balance in their favor if the civil war really took off. Granted the blow back of such a conflict could be problematic for Imperial Norway again (the pendulum swings back the other way and they end up back in a similar mess) and so the strategic rational of their invasion is questionable at best outside of a public outcry over Neo-Dixie internal policy (understandably so!) It's not a guaranteed "good end" for the invasion, but its their best shot. Though threatening the regime directly in Neo-Dixie might cause them to use their nuclear arsenal, so regime change might not be the best bet either for the Imperials. Again, the potential gains for the Imperial Norwegians are minimal compared to the risk taken (Neo-Dixie was, more or less, not a problem for their core Imperial interests.)
Like wise its hard to imagine the Neo-Dixie military launching a successful invasion against the Imperial Norwegian possessions. Unless, again, the Neo-Dixie regime settles on sponsoring a civil war within the Imperial Norwegian state itself. Tie up more of their military personnel fighting insurrections, targeting economic interests in the North Sea, and generally working to sabotage the Imperial Norwegian state as much as possible. It could make Imperial Norway settle peace terms in favor of Neo-Dixie and its regime (war reparations for the invasion, keeping of all Imperial prisoners in Neo-Dixie, the return of freed Neo-Dixie slaves, etc) and potentially boost regime popularity among the populace (or at least allowing them to suppress dissent more effectively through a rally round the flag effect and increased regime prestige). It might also firmly establish Neo-Dixie as the de factor hegemonic power in North America and expand its influence/regime further into the old United States.
Again, Neo-Dixie couldn't really launch a successful land invasion of Imperial Norway anytime soon (the logistical problems that the Imperials face would then be the problems Neo-Dixie faces), but the potential blowback to Imperial prestige would probably see at least a short term decline in Imperial power (a full on collapse is highly unlikely unless, again, a lot of Imperial forces are lost in the war and the subject nations of Imperial Norway rise up in revolt successfully. Highly unlikely, though.) That being said, I would say it is more likely that Neo-Dixie achieves its core war aims (driving off Imperial Norway, regime survival) than Imperial Norway achieving its aims. And I would say it is more likely that Neo-Dixie ends up actually gaining from the conflict (in terms of prestige, regime survival, and concessions) than Imperial Norway.
