If there is a holiday day when no automobiles are operated... it is perhaps the best time to take advantage of utmost air clarity for this sort of an amazingly showy urban spectacle.

You'd always need a tripod for night photography. Filters are usually not required at night...

Yes, I use graduated natural density filters for landscape photography. Just check out my latest Norway pics :)

Thanks! You must have a Premium Membership to do this. Then it's just copy and paste of the link named "Thumb" which you will find on the right hand side of the deviation.
