I learned some Blender in order to create the city, but still relied heavily on digital painting in Photoshop to get the colors, atmosphere, and details right.



Cool! Like Blade Runner meets Judge Dredd. I always thought Judge Dredd would fit-in with the city of the original Blade Runner. I believe Blade Runner was set in an alternate-dystopian Los Angeles. I could more see if someplace such as Tokyo or maybe Dubai became like this within about another 30 years or so. So fantastic! You could do the old-style Matte Paintings like they used for the original Star Wars Trilogy. Matte Painting is becoming a lost art with all the CGI and Motion-capture tech.

If you liked Blade Runner, there is a movie from 2009 called, "THE MACHINE" with actress Caity Lotz. It plays like a direct prequel to (the original, 1982) Blade Runner. Once you see it and understand where the story is going, you are like, oh, I get it. Very atmospheric filming just like Blade Runner.
