Yup, if you go to the forums for eveonline.com, there is one titled features and ideas discussion where peeps can put ideas. The sub-capital fighter has been discussed before, so might want to search them out just to see.

Currently I am running around Sinq and Everyshore to build up funds again after buying some expensive toys and losing a pair of legions XD. But otherwize I tend to be nomadic and roam all around doing exploration sites in low and null.
