Been a while since I've drawn a full picture for the popstar pony- I've always loved her design, so she's a pleasure to draw. And winter themed pictures are some of my favorite.
Still been learning Photoshop over the past couple weeks, but I'm getting a lot more comfortable with it. Being able to make a full painting is certainly a step in the right direction :^)

This is a coold picture of Rara. Snow Queen reminds me of the fairytale. That would make for an interesting character design Maybe the pony can be light blue with a white mane. She can have a snow flake cutie mark. She is a unicorn that uses magic to create snow and ice. I guess the closest thing MLP has to a Snow Queen pony is Double Diamond.

I have never watched Frozen, so Elsa is really not the first person to come to my mind when someone says "Snow Queen" to me. 
That being said, I think I can see how Rara can fit as a Snow Queen! I mean, sure she's pretty approachable, but there are probably a bunch of ponies that get cold hooves around her, so yeah, I think that counts. >.> That, and the snow certainly complements her colour pretty well. ^^
Isn't this pretty close to what you can do with SAI if not better? At any rate, I think it's safe to say that you're a quick study.

Haha, well I had a bit of a phase at some point where I was really into it- I still enjoy the songs and characters, but I don’t really know if they’re doing anything else with it right now

Thank you! I think the process just became a lot easier once I found the right brushes and blending thingys. There’s still plenty to explore with the program though, so I’ll be sure to keep experimenting.
