Next in the series: Moto (and a little bit of musical accompaniment by Ghost, if you like youtu.be/BX335Z4esSU )
In addition to being an eccentrically off-balanced mad scientist, Moto is also perpetually dissatisfied or bored with her own appearance, and takes considerable effort in cosmetically shifting gears at irregular intervals. In this instance, she’s something of a cross between a Patrick Nagel illustration, “Desire” from Gaiman’s “Sandman”, and Cruella deVille (and indeed, that sums up the visual inspiration, more or less)
Her “sigil” is an adapted mix of “vapor” and “biohazard” symbolism (“Miasma”), which is a bit of a reference to her origins within the story (save that for later), but also works as a monogram of her own name (in keeping with her sense of vanity).

Definitely a Cruella vibe, as you said.
Her scowl just radiates contempt, and the cigarette holder completes the effect.
The bit on her forehead, and plugs (?) on her neck, give off a "Ghost In The Shell" feeling, too.
