Him and genderbent Him lol

Him has abilities no character in the Powerpuff Girls series is able to match, so why hasn't any of his plans ever succeeded? Why did the character become just another funny man villain, opposed to the disgusting creature the show's narrator originally introduced him as. I see no good reason for it within the show's universe. Him could've and should've been able to take over the planet with ease, forget Townsville.

If I had to make up a "canon" reason, I'd say this guy is acting. He enjoys being a villain, but in the end, allows himself to lose, so he may play again another time. 

I don't remember whether this backstory or the sister character came first -I think I originally meant for Her to be Him without wearing his usual attire- but it would've been cool if someone who knew Him personally had shown up in the series to reveal how fake, but unbeatable this red-tinted theater clown is.
