Pico's cousin Otis. Since Pico is thug in newgrounds, Otis is this one serious police kid who is the sheriff. And he takes his job seriously even though despite being a minor. Also, I know that I was trying to draw a police vehicle on the right, I still need to practice on doing it, I'm kinda poor at drawing vehicles.
