Like Meowth, Balloon Fighter was going to be a playable character, but never got used. He was originally chosen to represent the NES era, but was eventually dropped in favor of the Ice Climbers (though some say the developers had trouble with getting the balloons to work).

I decided to style him after Mario characters, since the Ice Climbers have a Kirby-like appearance and Pit has a Zelda-like look. This may not exactly look like a Mario character, but then again I didn't want it to be a complete copy either.

What is meant by the balloons is that they can be used to help or hinder some of Balloon Fighter's attributes. For example, with at least one balloon he can hover in the air for a limited time (like Peach) and can flap his arms (replacing jumps) as many time as he wants. Two balloons increase the time he can do this. No balloons will not KO him, but he can only jump twice and have no third jump recovery.

Balloon Fighter's balloons allow the character unique control in the air, have some use in certain moves and gives the character multiple jumps. Shall he lose one balloon, the aforementioned attributes are cut in half. If both balloons are lost, the character will have only two jumps and some moves are not possible.

If you want to know his B-Moves...

B: Balloon Pump
B >: Balloon Shot
B /\: Rocketing Balloonist
B \/: Incoming!
Shield B: Quick Evade
Final Smash: Balloon Warrior

The standard special is, of course, pumping new balloons, which is a borrowed move from Alice, a character from Balloon Kid.

The Up Special is from the Game & Watch version of Balloon Fight, where a character named Balloon Man has real rockets in addition to balloons. This move works more like ROB's up special than Diddy's.

Balloon Shot is an original move where Balloon Fighter releases one of his balloons at his enemies, damaging them. You can adjust which direction it will fly before releasing the button.

Incoming! is an original move that works like the Falcon Kick and Bowser Bomb. Balloon Fighter extends both legs and shoots downward or diagonally for a short distance or until he hits an enemy, in which he damages and footstool jumps them if the attack connects.

His Final Smash involves the Balloon Fighter to summon a hot-air balloon in which he boards. For a short time, you can control the balloon to ram into enemies, throw and place Flippers, or generate traveling electric sparks from a generator on the bottom of the basket.

The Shield B move (which I added myself) is an evasion move as well as an attack. Balloon Fighter will release the air from his balloons, propelling him backwards. The enemy is also pushed in the other direction, or will take damage if BF rams into him/her.
