Drill Man holds the dubious honor of being one of the first Robot Masters I beat in Mega Man 4, second only to Skull Man. Thus, when I start a new game in Mega Man 4, it's either Drill Man or Skull Man I start with. Also, Drill Man's stage is notable for being the ONE place in Mega Man 4 where the Wire special ability actually has a point -- there's an E-Tank that's just out of the way, and while you could use Rush to reach it, the Wire seems to be specially made for the job.
One thing you'll probably notice as Rockober progresses is that I tend to favor the Robot Masters that have dual weapons of some sort, such as Drill Man's drill-tipped arms. I think part of it is the symmetry, though I think it it'd be nice to have more characters like the Guts Man G, who is radically asymmetrical.
