I get the feeling that Bucky has just lost his mind.
I feel like the longer Bucky and Steve interact with each other, the more ridiculous they become. A staple of most best friends.

I still have no idea who Bucky is since I don't really follow the Marvel universe lore, but the movie was good.
If it helps at all, Bucky has been Cap's best friend since they were kids (like 80 years ago). Cap thought he died in an accident back in WWII, but he was found and brainwashed by the Soviets as an assassin; he's still young due to being in cryogenic stasis between missions.
He's in the Captain America movies.
