While the Fusilamiento Agancy is obligated to support its British partners, we have analyzed this particular situation and it does seem as if Scarlet had been more attentive to her surroundings, she could have appealed to the Agency, the British consulate and others for assistance. As it stands, the Agency cannot control the carelessness and sheer disregard of the condemned. While the harshness of Morterello's laws are extreme and under review, Scarlet had multiple opportunities to save her own life but ignored it for the views and the popularity. However, the Agency does continue its sanctions on Morterello until the agent of darkness Johanna is made to stand before the firing squad.
