"So... this is what it's come to? Our village has been... reduced to... this?"
          - Kazuki Minawa, Retired Veteran.

Chapter 8.5: The Jōnin Exams.

With the combined efforts of the various task squads, and assistance from the Yukikage, Prince Fubuki -
Tōrōgakure managed yet another narrow victory with as few casualties as possible. Furthermore,
the fortress to the plains west of Kōsetsumura was reclaimed from Ihaigakure for the first time in 50 years.
This could very well be the start of a new, better relationship between Tōrōgakure and Kōsetsumura.

That being said, three young shinobi from Tōrōgakure died in battle against Ihaigakure's forces.
Though they were not the most renowned, may they be remembered for their sacrifice for the village:
     - [#170543] Riri Asukai - Became suddenly weakened during the journey, died of Illness in Kōsetsumura.
     - [#160368] Reiko Uranami - Killed trying to protect a Kōsetsumura Ninja in battle against Ihaigakure.
     - [#161004] Akishi Nakagawa - Killed by Lava Release fighting Ninja from Ihaigakure, remains not found.

Upon returning home, the Akarikage was bombarded with requests and recommendations from various Jōnin.
As it turns out, since the Masked men's invasion three years ago - Tōrōgakure's Shinobi count has been dwindling.
Many lost their lives in battle, and many more retired due to injuries, old age, and a myriad of other reasons.
As a result, Tōrōgakure's Jōnin count was dwindling - It was time to host an large scale entrance Exam.

This exam would be the 50th Jōnin Exam - the first Jōnin Exam the village had held since before Tarou's death.
Unlike Chūnin Exams however, there was a fair amount of Clan tension that accompanied the Jōnin Exam.
It was a show of strength, only the best would win - So beating a Rival Clan could be gossip for weeks.

With the Asukai Clan's current state of Turmoil, not a single member of the Clan joined in the exam -
Eliminating the possibility of the dangerously anticipated Clash between them and their Infamous Rivals, the Kitsune.
That being said, the appearance of two Minor Clans in Finals was enough to fan the flames of gossip a little,
furthermore - Though some Shinobi who did not hail from a Clan were unconventionally promoted,
the only conventional passes were Clan Members - Specifically, the Kitsune, Aoki, Shirogane, and Minawa.

This did not sit well with some of the Non-Clan villagers, making some angry and bitter at the defeat,
while making others more anxious and wary of the Clans power, wondering if the Clans had become too powerful.
Much like the Clan rivalries and the Balance of Power were an issue to the various Clans of Tōrōgakure,
there was always the issue of relations between Clans and Clan-less families, which seemed to fluctuate often.
Many hoped with such a high count of Shinobi who did not hail from a clan, that one could finally be a Jōnin champion,
as there had never been a Jōnin Exam Champion who didn't hail from a Clan in the history of Tōrōgakure.

The Exam managed to produce 6 Mighty Shinobi - But not without unsettling the masses,
with the villagers suddenly running off to war just recently, many of the tensions were left forgotten.
But with the end of the Exam, and relatively normal life in Tōrōgakure resuming, the  Village tensions returned.
The balance of power began to raise it's ugly head, as the tensions between villagers grew rabid once more...

Chapter 9: The War at Home.

With the return of Clan Tension and the shifting Balance of Power within the Village, many families were on edge.
Particularly families that did not belong to a Clan, as they were left in the dark in regards to Clan Matters -
And unfortunately - Often got caught up in them. As a result, they were often left with one of two view points:
Fear for the safety of their family, worrying the Clan's power in the village had gone unchecked for too long -
Or Anger born from jealousy, bitter over the hierarchy of the village which favored the Clans unique talents.

As a result, the village tensions grew. Political Movements began making Fronts - It was now, or never.

Firstly, the Marriage of Yuki Kitsune and Suzu Hitoyo two years ago brought the two Houses together.
Since then, they've been acting together politically, and supporting each other - Making a sturdy political front.

In response, Sora decided to put plans to split the Houses on hold, as it's better to focus on the bigger picture,
the Kitsune and the Hitoyo's Alliance - Which was a massive threat to the Asukai political front for many reasons.
The Asukai would appeal to the Kitsune's numerous enemies from the past: The Uranami, and the Aoki.

While the Uranami would be quick to side against their longtime enemy, the Aoki would become anxious.
The Kitsune were a sister Clan to them, even if that was over 250 years ago - They couldn't just throw that away.
Furthermore, while the Asukai's movement seemed more peaceful, the Kitsune's was for the protection of the Village -
The Aoki knew first hand that you can only hide from war for so long, and that it was better to be ready for it than not.
And lastly, the Kitsune were the last Clan you wanted to betray. So ultimately, the Aoki sided with the Kitsune instead.

With that, the Village began to split into two, distinct sides. The East half of the Village and The West half,
leaving the various Minor Clans stuck in the middle, employing neutrality and trying to avoid the conflict.
But they knew they couldn't stay neutral forever - With the Kitsune and Asukai Rivalry becoming more intense,
it became detrimental to the smaller, weaker clans to choose a side in the battle - For both protection, and power.

With very little support in the Village (The Uranami reside outside of the Village) - The Asukai needed to move.
They began attempting to appeal to and draw in all of the Minor Clans of the Village, hoping to outnumber the Kitsune,
even to the point of making promises of a Strong Status in the Clan Hierarchy, and pressuring those who did not comply.

Some Clans joined willingly due to the political view, while other Clans jumped at the idea of Status in the Village.
The Asukai were slowly beginning to gain a sturdy following that rivaled, and even slightly outnumbered their Rivals,
But they did not fully succeed, two Clans tried to remain Neutral until the bitter end: The Mansei, and the Shirogane.

The Asukai eventually pressured the two, stating that it was a better decision to join them than it was to fight them.
But ironically enough, it would be that very last push that would send the Mansei and Shirogane towards the Kitsune.
The Shirogane's opinion of Tool users was fairly low, so the idea of swordsmen coming after them wasn't very threatening,
while the Mansei ultimately decided that while they dislike Fire users, it was more beneficial to team up than to fight them.

The village was now divided into two definite sides - Both of which were backed by multiple Clans.
This left the other various Families in the dark once more, as none of them had connections to the Clans.
Who were they supposed to turn to? Who was there to guarantee their safety? Who was their protector?

Taking advantage of the instability of the Village, the Hojo House attempted to rally the various Families,
staging a small scale protest in the Main Street of Tōrōgakure, attempting to gather the various families under his flag.
Masanori strongly believes that 'Superior Bloodlines' do NOT dictate one's Strength or Talent as a Shinobi - Stating,
"It is time for us to show the Clans! We will no longer kneel below them in the Village! In the name of Equality!"

With this protest came the Birth of a New Political Party - The Dragon Faction, fronted by Masanori Hojo,
and backed by numerous smaller families within the village - A Movement for the rights of all Families in the village.
Though the party wasn't as large as the Phoenix and Fox parties combined, it grew quickly in popularity and size,
becoming the largest faction within the village, earning the Hojo House's Leader a seat in the Akarikage's court.

The village was now effectively divided by three powerful fronts, each with very different views...

The Fox Faction:

The Fox (Political Faction)     "The Fox Faction longs for the ways of our Previous Leader; Tarou's way was the best, he led us to prosperity.
As a result, we tend to not always agree with the Akarikage - As his new policies aren't as good as Tarou's were.
Our goal is to restore the Village to the state it was in during Tarou's time! Let's bring back the good Tōrōgakure!"

Current Fox Faction Views:
     - Very "Military" based, with their concerns lying in the Strength of the Village above all other factors.
     - They want to keep tabs on Ihaigakure, and ready Tōrōgakure for War - Strengthening it's defenses.
     - A campaign to neutralize the now weakened Ihaigakure would prove fruitful - This is a later goal.
     - They like how the Hierarchy is now: Powerful Families deserve to hold the most influence in the village.
     - They want to see their Supporters Rise

The Phoenix Faction:

The Phoenix (Political Faction)     "The Phoenix Faction wants to see Political Organization and Economic Stability within Tōrōgakure.
At this time we wish to avoid any kind of militaristic action, and want to focus on rebuilding the Economy.
Our goal is to restore the Village, making function as it did when Yamato I ruled! Let us rebuild Tōrōgakure!"

Current Phoenix Faction Views:
     - Very "Economy" based, with their focus being on the stability of the Village.
     - They wish to tax the surrounding villages, and ally with other Nations to establish Trade.
     - A Campaign to ally with the other villages, including Ihaigakure, should be pushed forward.
     - The hierarchy should be composed of Elected Officials chosen by the upper Class.
     - They want to see their Supporters Rise in power, while the Fox Declines.
Main Supporters:
The Asukai Main H

The Dragon Faction:

The Dragon (Political Faction)     "The Dragon Faction is fighting for improved rights for the various Families with no Clan in Tōrōgakure.
We appreciate the new Akarikage's Non-Clan Status, and support him in matters that the Clans oppose!
Our goal is to bring the Village to heights previous eras never reached! Let us build a new Tōrōgakure!"

Current Dragon Faction Views:
     - Very "Equality" based, with their focus being the fight for Non-Clan Rights.
     - We believe elected Officials is the path we should take, no longer relying on a selected Akarikage.
     - A Campaign to distribute training methods to our surrounding villages, so that they may produce shinobi as well.
     - They want to Non-Clan Families rise to the top of the hierarchy, as they are the largest collective.
     - They want to see the influence of ALL Clans decline, regardless of their Party or Views.

Arc Missions - A Village Split in Three:

The situation in Tōrōgakure grows intense as Political Factions begin to mobilize and claim Territory.

Political Map (First Faction War) by TraceofHatred

1. Taking a Side (Static).

Tōrōgakure is now divided into Three Major Political Views - All of which are very different.
The one ends up at the top will greatly affect the Village,
perhaps changing it forever even.
Where do you and your loyalties stand? And are you willing to fight for them?

     Your Task:
Draw or Write about your character's take on the Political Struggle of Tōrōgakure.
Where do their views stand? How has this affected them? How will it affect them?
While it is possible to simply not choose a side, it's becoming more dangerous to do so.
The majority of the Factions hold a quite passionate, "You're with us, or you aren't" view,
there is no way to join two Factions (unless you betray one later on), so think hard on it.
Depending on the Political Faction you choose to support - The Missions will differ.

Reward: 1 Mission Credit & Political Affiliation.

2. Protecting Our Kin (Battle).

"Tōrōgakure is now divided into Three Factions - However! We are the most powerful!
We've gained the support of most of the Minor Clans, and I'm sure we can get the rest.
Our brothers and sisters in the Mansei Clan are in danger - Their home is a Danger Zone!

If we can Claim some Hibiki District Territory or convince the Hibiki to side with us,
We'll be able to expand our influence, and put a stop to the attacks on the Mansei Compound
Do you see how we have united despite our rivalries? Let us unite the rest of the Village too!"
          - Yuki Kitsune, Chairman of the Fox Faction.

     - Mansei will receive a +0.5 Strength Bonus in this battle, as they're fighting for their home.

     Your Task:
Draw or Write about your character's Actions in the Skirmish near the Mansei Compound.

3. This Means War (Battle)!

"The battle was going well for us, we were almost victorious - But then came the ambush...
Because of the Dragon Faction's Cowardice... Many of our loved ones were lost in the last battle.
They have shown us how treacherous and cowardly they can be - It is time to crush them, permanently.

We will destroy the Dragon Faction. Leave the houses alone - but burn the base to the ground!
The Phoenix Faction will send aid, as they too understand the treachery of the Dragon Faction.
They've started a war, and a war is what they're gonna get! They will pay for what they have done!"
          - Yuki Kitsune, Chairman of the Fox Faction.

★ Any Member of the Dragon Faction is now an enemy to the Fox Faction's Clans.
          - This means they are hated by the Kitsune, Hitoyo, Shirogane, Mansei, and Aoki Clans.

★ Any Member of the Phoenix Faction can choose to do this Mission instead of their own.

     - Kitsune and Shirogane will receive a +1.0 Strength Bonus, and -0.5 Intelligence in this battle,
as they're distraught with vengeance for their many loved ones who were killed in the last battle.

     Your Task:
Draw or Write about your character's Actions in the Raid on Dragon Faction Territory.
Clans Supporting the Phoenix Faction will aid us in this Battle - We vastly outnumber the Dragon Faction!
(Make sure if you use someone else's Character in a key way - You ask or speak first!)
There is also an option to not participate, but sitting around won't teach you as much.

Reward for Participating in the Raid: 100 Ryõs, +Clan Karma.
Reward for NOT Participating/Staying home: No Credit, but Karma is nullified (No effect).

2. Tipping the Balance (Battle).

"Though the Fox Faction have quite a bit of Support - We cannot falter, we are close to victory!
The Mansei did not see the merit in joining our side, and have chosen to turn on us instead -
And now, they are now attacking our allies in the Hibiki District - We must retaliate!

When we have Claimed their territory, we will negotiate for them to join our Faction instead.
This will be a crippling blow for the Fox Faction, and could even end the Political Struggle!
Let us bring forth an age of stability in
Tōrōgakure - An age the Fox is too primitive to understand!"
          - Noboru Asukai, Lead Adviser of the Phoenix Faction.

     - Hibiki will receive a +0.5 Intelligence Bonus in this battle, as they're fighting in their home District.

     Your Task:
Draw or Write about your character's Actions in the Skirmish near the Mansei Compound.
Clans Supporting the Fox Faction will be in this Battle - Watch out for their Strengths!
(Make sure if you use someone else's Character in a key way - You ask or speak first!)

3. In times of Need (Battle).

"Well, we are doing the unthinkable. We are allying with the Fox Faction - Temporarily, of course.
The Dragon Faction's Ambush made a fool of us both, we cannot trust or underestimate them again.
The Chairman of the Fox Faction believes a Joint Attack would be beneficial to us both - I agree.

We will crush the Dragon Faction base. Try not to damage other buildings, after all - We'll need them.
The Fox Faction will send aid, greatly bolstering our forces and allowing us to outnumber the Dragon.
It is indeed strange to side with the Kitsune - but for once, They make a valid point. Move out!"
          - Sora Asukai, Chairman of the Phoenix Faction.

★ Any Member of the Dragon Faction who took part in the Ambush is disliked by Phoenix Faction.
          - This means they are disliked by both of the Asukai Houses, the Uranami, the Minawa, and the Hibiki Clans.
          - However, they can still betray and join the Phoenix Faction. But they will not be trusted.

★ Any Member of the Fox Faction can choose to do this Mission instead of their own.

     Your Task:
Draw or Write about your character's Actions in the Raid on Dragon Faction Territory.
Clans Supporting the Fox Faction will aid us in this Battle - We vastly outnumber the Dragon Faction!

2. Two Beasts with One Stone (Battle).

"Though the other factions are powerful, we must face them - It is our duty to unite Tōrōgakure!
We've received information from an insider about the movements of Phoenix and Fox Factions.
For the sake of the village - we must take advantage of the situation, and strike down these devils!

If we do not act now, the entire village will be lost - It is time for the People to rise up!
It is time we show the Clans we are not afraid anymore! That they are not stronger than us!
We will crush both the Phoenix and the Fox in one swift strike - Two Beasts, with one stone!"

          - Masanori Hojo, Chairman of the Dragon Faction.

     Your Task:
Draw or Write about your character's Actions in the Ambush near the Mansei Compound.
Clans Supporting the both Factions will be in this Battle - Watch out for their Strengths!
(Make sure if you use someone else's Character in a key way - You ask or speak first!)
There is also an option to not participate, but sitting around won't teach you as much.

3. Stand as Equals (Battle).

"You know, it is ironic. The Fox and Phoenix Factions are angry with us for attacking them,
yet they have been feuding in our streets for the past sixty years or more! How is that any different?!
They hate us for what they have done since they joined Tōrōgakure - They hate us for being like them!

Do you truly want these self-indulgent hypocrites to run this village? I know that I personally do not!
These violent actions, these threats, this hateful anti-clan-less movement! We will end it all now!
The hypocrisy, childishness, and ignorance of the Clans is too much - Do not fear them, we are Equals!"

          - Masanori Hojo, Chairman of the Dragon Faction.

     Your Task:
Draw or Write about your character's Actions while defending one of the bases.
Clans Supporting the both Factions will be in this Battle - Watch out for their Strengths!
(Make sure if you use someone else's Character in a key way - You ask or speak first!)
There is also an option to not participate, but sitting around won't teach you as much.

Reward for Participating in the Skirmish: 100 Ryõs, +Village Karma.
Reward for NOT Participating/Staying home: No Credit, but Karma is nullified (No effect).

The Traitor's Path:

2 or 3. The Black Sheep (Static).

Do you not agree with your Faction? Is there another Faction in Tōrōgakure you do agree with?
Do not take part - Instead, Report to the Chairman of the Faction you wish to side with.
Exploit your current Faction's plans and inform the Chairman of them to foil their attempts.
However, be very wary of the Consequences - As the path of the Traitor is far from Simple.
Betraying a Clan in a dire situation like this can lead the entire Faction having it out for you,
furthermore - With the label of "Traitor" your new faction will like you for choosing them,
but they will not trust you until you prove yourself and your Loyalty to their Faction.

     Your Task:
Draw or Write about your character's Betrayal of their current Faction - there's two ways.
1 - The moment they are betraying their Clan and speaking with the Chairman of the other.
2 - If your character is Traitorous enough, they can immediately join the other side's Mission.
However, be very wary of the Consequences - Clans do not simply forget Traitors.

Reward for Participating in the Demonstration: 100 Ryõs, +Clan Karma.
Reward for NOT Participating/Staying home: No Credit, but Karma is nullified (No effect).

Faction War Path:

For most members (in factions) there is one final event in this Arc - The Showdown at Main Street.
All three Factions will share this Mission - While Non-Factions will not take part (for obvious reasons)

4. Showdown at Main Street (Static).

The Showdown at Main Street. All three factions are gathering in preparation to do battle.
On the north side of the Street, Dragon Faction Supporters gather - Starting a demonstration.
From the south near all the shops, the Phoenix Faction gathers as well, also spouting their views.
Meanwhile from the East by the Castle, the Fox Faction set up their own demonstration.
It's a tense moment as any of the three Factions could attack and start a large scale battle,
so far no one's making a move... But depending what happens in the Political meeting, that could change.

The Shikaku Seiei (The Faction Traitors only) wait outside the castle - Barring entry within,
while the court room is occupied with the Political meeting that will decide what happens.

     Your Task:
Draw or Write about your character's Actions while during the Showdown at Main Street.
Whether your character is demonstrating with signs and scrolls, or just there for support,
the streets are packed with Faction members - lined up like armies about to do battle.
There is also an option to not participate, but sitting around won't teach you as much.

Reward for Participating in the Showdown: 100 Ryõs, +/-Clan Karma.
Reward for NOT Participating/Staying home: No Credit, but Karma is nullified (No effect).

Court Room Path:

For Certain Members, they will be involved in the Political Debate at the Akarikage Castle.
So they will not be able to take part in the Faction Ending - Instead taking part in the Debate.

Personal Update: A few people were kind of upset they didn't make it to the Court Room.
What does it take to get an adviser spot in your Clan? Well, there's two major Factors:
     1) Faction Status - Example: Ichirou Shirogane, Souon Uranami, etc - Were brought along due to Status.
     2) Intelligence - At least one member in each pair has 3.0 Intelligence or higher - Even in the Kitsune Clan.

So if your character has 1.0 (dog-level) Intelligence and no real role within their Faction - Well, what do you expect?
The Factions want someone who is not only intelligent, but also trustworthy - This is an important event after all.

We'll hold meetings like this in the future, so many advisers and the like are bound to change as well as more added.
Your best way to secure a spot as a Politician is to have High Intelligence, and go for the Politician Career Path.
And you know, talk to an admin about it - That's most definitely a good place to start (whether you're in a clan or not).

Akarikage's Court Room by TraceofHatred

4. Debate at the Akarikage Castle (Static).

Take part in the Political Debate at the Akarikage Castle, many issues within the village will be discussed.
Furthermore, a single party of the three will be delegated to work on their Actions - while the other two will fall.
This could very well decide who rules the village, and who falls in power. The discussion topics will be as follows:
          - Tōrōgakure's Next Military Actions outside of the Village.
▩ Fox Faction: Take advantage of the weakened Ihaigakure and crush them once and for all.
▣ Phoenix Faction: Tax surrounding villages and boost economics, putting no focus on Military.
▢ Dragon Faction: Give Military secrets and training procedures to surrounding villages.
          - Tōrōgakure's Next Actions within the Village.
▩ Fox Faction: Build up Tōrōgakure's Defenses, and focus on training and military.
▣ Phoenix Faction: Work on trade and economy within Tōrōgakure, adding importance to businesses.
▢ Dragon Faction: Improve the rights and freedoms of the Clan-less population of Tōrōgakure.
          - Recent Events and Miscellaneous Suggestions.
▩ Fox Faction: Stick to Traditions, and seek to restore the village to how it was when Tarou ruled.
▣ Phoenix Faction: Have Elected Officials in the courtroom and establish a system of investors.
▢ Dragon Faction: Reduce the influence of all Clans, Putting Clan-less at the top of the hierarchy.
                     - Abolish the Akarikage system - Having an elected leader instead of one chosen through strict qualifications.

     Your Task:
Draw or Write about your character's Actions while in the debate.
Clans Supporting the both Factions will be in this Battle - Watch out for their Strengths!
(Make sure if you use someone else's Character in a key way - You ask or speak first!)
There is also an option to not participate, but sitting around won't teach you as much.

Reward for Participating in the Courtroom Debate: 100 Ryõs, +/-Clan Karma.

what do you do if you refuse to take sides?

You only get to do the first mission, and are thus barred from taking part in the other faction missions (same as all other faction arcs: There is no "neutral" path.)

Ok I like it! A couple silly questions though: Does everyone have to take a side, and what is clan/village karma?

And no, but you can't do some missions, if you don't pick a side. >3
That's how I understood it. :)

Which faction would Hideaki choose? I know which Gorou is picking but im not sure about Keitaro.

I'm not 100% Sure, unfortunately due to being part of the Kage Council - Hideaki isn't really allowed to side with one party,
but given his status as non-Clan and views on Equality, Dragon might be a choice. But again,
he was a strong advocate of Tarou and has often be called on to defend the Village, so fox might be a choice,
but in that regard, Economy is pretty important - and he's not in a rush to run off to war, so Phoenix is very eligible.

Ultimately though, due to his position, he would not be verbal about any party as to give the impression of absolute neutrality.

Mk. I'm tempted to go dragon eventhough I know Gorou is siding with that. Idk.

I'll figure it out, but Gorou is my main concern considering I need to get her ready for the squad leader exam.
