Russian indeed, it's Iz Jupiter and those things on the sidecar are electrical wires. Cool picture.

Oddly, there is a motorcycle place 100m from where I live now in France that imports them. Yes, Russian indeed, taken on the shores of Lake Baikal, not too far from Irkutsk.
