This is NOT a "baby Water Mocassin" at all, but a harmless baby Northern Water Snake(Nerodia sipedon). THIS [link] is what a REAL baby Water Mocassin, or Cottonmouth(Agkistrodon piscevorous) looks like, photographed at the Edisto Island Serpentarium, owned by my good friends Ted and Heyward Clamp. Note the very different pattern, the very large head with that distinctive "mask" across the eyes, and the bright yellow tail, which all neonate Cottonmouths and Copperheads have, which they use to lure frogs into striking range. Water Snake babies, like this, have narrower heads, and no bright yellow tails, and are much slimmer in build. Chances are, where this photo was taken, there are no Water Mocassins at all, since their range seldom overlaps that of the Northern Water Snakes.
