The Jolt Foundation is the oldest and most advanced still functioning civilization in the Galaxy, and are the self imposed stewards of the galaxy. They also make a habit of making deals with lesser peoples, hosting massive storage complexes, collecting donated prison populaces, or abducting scientists who delve a little too much into the 'dangerous' fields to be put to work where they can be effectively & safely managed.
