I have no idea why and it doesn't seem like anyone else has had this problem... That and Toyherbs aren't supposed to take so long to grow. I've had at least four harvests of the Strawberries next to them! That's a total of almost 12 days! And I planted those seeds about as soon as I got the quest reward so what's up with that? I feel like not watering the seeds at this point and buy a new bag of Toyherb... But that'd be wasting the 100K Gold I worked my butt off getting because Angel wants to be born soon. (She's a fall child.)
I don't know what to do in a situation like this... it's the 4th of fall (I'm in Trieste "Forever Spring" Forest so it's not affected by Fall) and i haven't seen results from those crops.
