I don’t know of any specific book publishers that accept material speculatively, but you might like to take a look at Arcangel - [link] they are a well respected image agency that deals in that type and area of image use.
This is what they have say about themselves - “Our clients include international book publishers, record labels, advertising, design agencies and magazine publishers” I get a feeling that it’s places like this that book publishers go to when searching for suitable covers, as it enable them to be able to browse through a large selection of images quickly and easily. Obviously Arcangel will a take a percentage cut of any images licenced, but they can access a huge market, that as an individual would be extremely hard to reach. Might be worth a go, if only as part of a larger strategy.
