The Redcliffe-Maud commission was unanimous in its findings except for one member, the Mancunian radical reformist Derek Senior, who argued that the Report didn't go far enough in its proposals for reform. Senior published a lengthy memorandum of dissent, which was included in the official version of the Report as an appendix, and which proposed basing the local government areas entirely on travel-to-work areas, ignoring pre-existing borders and loyalties almost entirely.
