The Halls of the Citistates Assembly appeared often in Seeds Of Deception: they are the home of the democracy, as seen since page 4 of SoD: Omega Supreme.
The mechs featuerd in panel 2 are Sentinel Prime (in the main seat), Emirate Xaaron and Gamma Tetraeon.
A mini-tour in SoD continuity begins here: the first crossover is related to Sod: Sentinel Prime.
Gamma Tetraeon first appeared in page 4 of SoD: Shockwave/Soundwave.
Emirate Xaaron is featured in Short Story: Voice Of Experience and in Three Is Better Than Two.
