Didn't Ultra Impactor notice the Seacon body on the suspended road?
Maybe he did, but he was so angered at Magnus that he let his own emotions overwhelm him.

The pulse beam transmissions, which can only be use in short range links, are not jammed by the interference that has shut down global transmissions.
The conspirators didn't deem the additional required technical effort worthy of the results. Maybe.
