1895 - The Russian Parliamentary Republic

The Russian Parliamentary Republic is a large, democratic, European empire with the majority of its territory in Asia and the Pacific, and was among the first nations in the world to adopt socialistic political and social reforms. The Russian Republic has its roots in early political reforms during the reign of the Russian Empire's Nicholas I in 1840 and 1843 brought on by high public militancy from the increasingly violent peasantry -- the reforms included the formation of a democratic parliament, called the Duma, and the installation of limited voting rights to the public. The Russian Empire was fragmented in 1848 during a national schism between the parliamentarians and the imperials, which saw Nicholas I abdicate, and the Russian monarchy replaced by the Duma.

By 1855, the socialists, a young, leftist ideological group, held the majority of the seats in the Duma, and the Socialist Coalition -- a faction within the Duma consisting of moderate and radical leftists -- became the ruling party by 1860. The reforms brought by the Socialist Coalition were widely supported by the impoverished population of Russia, and although immediate economic effects were negative, the long-term effects was higher national productivity, a higher literacy rate, higher standard of living and stable growth rate, and a high morale. The Russian Parliamentary Republic maintains a mixed economy, with utilities nationalized by the government, along with numerous heavy industries. Russia's protectionist trade policy and widespread subsides to factories across the nation have also caused industries and Russia's railways to expand at a rate that rivals even that of the United Kingdom and the German Empire. There was a period in the Russian Republic's history called the Independence Wave -- it was a two year period, starting on 1862, when the Duma granted high local autonomy or even independence to several large ethnic groups within the country; Armenians, Azerbaijanis, Belarusians, Estonians, and the Finnish, whose country joined the Scandinavian Union only seven years later in 1870. Along with these new independent groups were the Georgians, Latvians, Lithuanians, Polish, Ukrainians, and Tartars of Crimea as a protectorate under the Ukrainians, but - in influence - were lost to the Ottomans just prior to the Russo-Turkish War, but were granted complete independence by the Russians.

Russia, as of 1895, is a developed power, although unable to project its influence around the world, it is a force to be reckoned with, fielding the largest army in Europe, 325 brigades, or 975,000 soldiers, and maintains the third largest economy in Europe, behind Germany and Britain.

To be honest, I don't know where the point of divergence is. A lot of s**t is different.
