What is Fractal Art?
The very first question here is: what are fractals? TaraRoys made a perfect answer to this question (it is a little flash animation, click to watch):

The world fractal, from Latin fractus (broken, uneven), means : "A geometric pattern that is repeated at ever smaller scales to produce irregular shapes and surfaces that cannot be represented by classical geometry". It was first introduced in 1975 by Benoit Mandelbrot.
The main feature of fractals is that they are self similar, as you well can see on the animation above. Take any branch from the fractal tree and you will have a very similar fractal tree.
Fractal patterns can be found in nature: branches, clouds, waves. Romanesco Broccoli and Ammonite shells. These patterns are beautiful and, of course, artists want to recreate them in their art, and create art based on them.
So, Fractal Art, as the name says, is fractals made art. Its is not drawn or painted by hand (traditional or digital). It is created with fractal generating software (for example, Apophysis, Mandelbulb 3d, Ultra Fractal, and many others), in roughly two step: defining the parameters for a set of selected functions, and rendering it into actual artwork. Although some fractals also may incorporate non fractal images, certain photomanipulation techniques (particulary plugins similar to fractalius or kaleidoscope) are not really fractal (rather just emulating a fractal like appearence).
It may consist just of some shiny bokeh:
