It kind of makes sense, Barbarians were never meant to have heavy armor - they're the guys/gals clad in nothing but fur n' gloves n' boots, sporting big weapons and relying a lot on the given mobility of minimal gear to score the first and (hopefuly) decisive hit.
Think that applied to Skyrim and see that it's there too: Nords are geared toward the Barbarian class, having higher stats for Light Armor and Two-handers and One-handers and Block (two-hand + block is quite the combo if used right).
Taken even further, you can get the SKYrim Perk Extravaganza mod which overhauls all perks (best one I've found so far). In the Light Armor part, it gives many bonuses to wearing gloves + boots + armor (helmet is optional) so that a Barbarian can have the situation tailored to fit him/her. There's even perks to reduce the really worrisome damage from Two-handers (but not from One-handers, which Barbarians just shrug off). Yep, just picture that Fur Armor that only covers the lower half of the body.
