Ursula the sea witch was once part of the council of Atlantica lead by Triton, a good-hearted women who one day wanted to become ruler of the seas like Triton and make the seas a better place, until her questioning of Triton's leadership caused Triton to get sick of her and kicked Ursula out of the council
Ursula was gutted and left Atlantica, and made her home inside a small grotto, where she discovered a secret artefact that granted her witch powers as well as a shell necklace. Ursula later discovered two orphaned eels who she took in and raised the two eels to be her pets and friends, calling them Flotsam and Jetsam
With her newfound powers, Ursula confidence and strength within herself grew and she would use her powers to prove herself the most powerful sea creature so she could be the ruler of the seas
As a method of proving her dominance, Ursula began making deals with desperate and naive mermaids who were looking for true love, and she would punish any mermaids who didn't follow
