So. Why would it be specific for alcohol?
If it were depressants in general, it would be a part of human psychology - like, say opioids. And yet, currently, the most effective treatment for addiction to opioids is substitution - not abstinence. The brain is given the chance to build neural pathways other than the one that keeps getting reinforced.
If you are referring to things like Alcoholics Anonymous' twelve steps - you'll note that a lot of this is about the patient admitting they are not in control. Abstinence is one of the options. The people around you are another potential option; those people generally don't want that responsibility.
I'm not saying retraining habits over completely avoiding them is easy, only that it is possible.
It also doesn't help that alcohol is generally sold in volumes larger than what can be safely consumed.

So it's a one time drunkard - without a guideline of what drinking responsibly even is, thinking the only safe option is abstinence - suddenly finding it IS possible to drink responsibly.
