The best thing to do is check with your local printers and see if they offer matt laminate and spot UV. Local printers are more likely to give you a personal service and will try to be as competitive as possible to keep your business returning to them in future. As mentioned below, get samples from as many places as you can so you can really check the print, stock and spot UV quality (Also be sure to confirm the minimum size they can apply spot UV - some places have issues printing fine lines)

You can usually have your business cards printed with either one-side or double-sided with spot UV. Set-up is on a separate layer in Illustrator or InDesign (or Photoshop), but this is printer dependant. I see that XpressPrint have left a message here for you to look at, the best thing would be to contact them and other printers to get them to send a sample of spot UV printed business cards so you can assess the quality of print and spot UV.

Unfortunately I can't direct you to the printer's I used to have these printed as they appear to have gone out of business
