It's not so hard.
If you have a blender - that helps.

I used pulped fruit/veg remains for the paper you see.
You can soak old paper overnight for use too - this softens it.

The idea is that you get the fibres pretty much separated in a blender (either your fruit/veg or paper or combination of both) then you mix it with water to get a sludgey mix a bit like thin wallpaper paste.
Then you lay a frame (old picture frame will do) onto a sheet of felt (or towel - whatever you use will leave texture on your finished paper) and pour your paper sludge into the frame to make a square puddle.
Mop up any excess water as it drains away.
When water is not too much remove frame.
Place another sheet of felt on top (or towel) and gently sponge more excess water through the top felt sheet.
Once the water is mostly gone gently use a rolling pin on the top to remove more water and press paper.
Dry your paper.

This is a really rough method - but produces workable paper.
If you want to write on what you make you need to size your paper.

Hmmmm....I think you've given me a project to try out!!! I thought you needed something like a silk screen to lay the slurry on? I'm in love with paper. When I worked in print production, part of my job was purchasing paper for projects. Always was my favorite part. I even got to visit some of the large paper making plants in the US. So cool!!! Someday I'm going to visit Amalfi, Italy and learn how they do it!
