Because George Lucas' "young" Tarkin looks nothing like young Peter Cushing.

I threw Christopher Lee in there for good measure because he's as badass as Cushing is.

EDIT: For comparison purposes...

Since Revenge of the Sith takes place about 20 years before A New Hope, we'd need a photo of Peter Cushing from around 1957, during his Abominable Snowman or Curse of Frankenstein days (both of which are excellent films, btw).

So, on the left we have a photo of Peter Cushing from around this time period. And on the right is what we get in Revenge of the Sith:

The sad part is, they didn't need to do all this, as Wayne Pygram already looked like a young Peter Cushing!!!

Too funny. And I agree with you. That guy looked NOTHING like Peter!! Even with all of those prosthetics and makeup and whatnot!

It's just too bad that Peter and his wife Helen never had kids; if they'd had a son, I thing that he would have fit the bill nicely.

but young peter cushing looks nothing like governor tarkin from 'a new hope'... ?

so what is more important? that the general audience recognizes the younger version of the character because he looks like the character did in the first film, og that we stay true to cushings own appearance?

I think it's pretty obvious which one has my vote. It worked bloody well, too.

Actually it does not look much like him at all... and if it does, only in a sort of sad bloated zombified parody of Cushing. The bone structure on the Pygram version looks like someone inject Tarkin's face with a barrel of human growth hormone. The makeup around the eyes is excessive. If the point was to include Tarkin in a long shot with the camera then this might have worked from a distance and from the side if the head was at least to proportionate to the body, but the makeup is top heavy on the actor's shoulders.

Anyway, it doesn't look like Cushing younger or old. It just looks like an insulting parody of him.

Well, unless you expect them to bring Peter from the grave, then your somewhat blatant opinions about their stand in for the deceased fellow are rather hollow and, if you'll forgive me, useless.
I think they did a decent job with it, at least he was only there for about 5 seconds, I really don't see why people are making such a big deal out of the ordeal, especially when the fact that there are far more poignant things to complain about

Trust me, I complain about things that really matter about the Star Wars prequels. But being a fan of Cushing I find this make up attempt awful and insulting. They claim that they could not do it by using the clips from A New Hope because of quality issues... but for god's sake the shots of Tarkin they used in Revenge of the Sith are from a distance. The quality would scale down effectively. The other argument they used was that because Cushing wore slippers in A New Hope there are no full body shots of him therefore they had nothing usable for the full body shot that was important to Lucas. Why didn't Lucas just get actor to wear the cosutme and boots for that scene and they could have used CGI to pop Cushing's Tarkin head into it. Hell, they pulled off some amazing scenes with Tom Hanks meeting Kennedy in Forest Gump years before these supposedly technical masterpieces called the Prequels came out. If they can pull of Jar Jar then they could probrably have made a more convincing younger Tarkin with visual imagery rather than an oversized head that looks like a halloween mask. It is a perfect example of Lucas' unflinching determination to place his movie mythos over respect to the actors. Look at the special edition's ending for Return of the Jedi for example.

I just know Cushing's work and face very well so I can see the differences.

You make a compelling argument, and out of respect for Cushing I agree, but all in all it's somewhat a minor thing since the shot was literally 4 seconds of him on screen

Actually I meant to refer to the changes Lucas made to the recent release of Return of the Jedi on DVD where they replace the actor who played the older Anakin.

He's played by Wayne Pygram, who played Scorpius, and the walk is the same. I LOLED when I saw it.

The end when they're watching the Death Star begin to be built. He's only seen from a distanmce since it's a man in a mask since Cushing had passed away before the movie. He's seen breifly next to Palpatine and Vader before walking away.

Towards the end of the film there is a shot of Vader standing with Palpatine and Tarkin looking at the construction of the Death Star. It's somewhere after the scene where Vader yells "Noooooooooooooooooooooo!" all theatrical-like.
