Well, as written, its an Anti Censorship collage..
The "Nazi guy" is Goebbels, the 2 American politcian are also connected to censorship, Communist Russia has its mentioning..
Really, its not that hard to figure out.

Well.. Ive basically constructed a WWII Nazi parade scene, which is intervened by an Anti censorship "protester".
Nazi Germany, known for its tendentious propaganda, book burnings.. heavy censorship in general!

It has some modern touches like the American politicins and Putin.. you can specifically about them if you wish.

Also it is interesting how you combined signs that were at all places possible in soviet Russia in the scene. Indeed many saw and still see similarities between the two: Nazi Germany and soviet Russia.
It all leads to one conclusion. Very interesting.
It also reminds me of works that were made as a response to the WWI all across Europe. Some over the WWII, in few years that fallowed after the war, and the American "Anti-Pop" collage works.
