Description
The Delmar County Emergency Management Agency (DCEMA) is a county funded agency that provides numerous services to all of Delmar county. Operating out of a base in Gadsen, DCEMA provides Emergency preparedness, hazard mitigation, traffic control, severe weather spotting, damage assessment, drone operations, hazardous material response, high water rescue and victim assistance services. With a staff of 2 paid personnel and 50 volunteers with varying specialties. DCEMA is home to EM1, EM2, Drone 1, EMA 3-8, a mobile command center, a high water rescue unit, Hazmat 1, Hazmat 2, a decontamination trails, a spill trailer, and a evacuation trailer.
EM1: This unit is used by the director of emergency management. This unit primarily oversees the administration and preparedness roles of DCEMA
EM2: The Operations supervisor of DCEMA uses this vehicle to oversee the day to day operations of the EMA. It is equipped with a small assortment of response equipment, but primarily serves in a command function.
Drone 1: Drone one is equipped with 3 different sizes of drones. This unit is staffed by a specialized group of drone operators and respond with law enforcement of fire crews as air support when needed.
EMA 3: This vehicle is used for scene response for the victims assistance team. This team responds to fires and situations where residents no longer have access to housing or their possessions. This team serves as a liaison to non profits and the residents. This team also coordinates an emergency shelter set up and operation.
EMA 4- EMA 7: These 4 units are the work horses of DCEMA. These units respond to the majority of call outs for the EMA. These units are equipped with basic HAZMAT spill equipment, Traffic control devices and are equipped for weather spotting and damage assessment. While two of these units sit at base when no on a call, the 2 other units rotate through an on-call list.
EMA 8: This unit previous served as the operations director's vehicle. It now serves as a pool car.
EMA 9 and Mobile Command Unit: EMA 9's primary job is to pull various trailers to scenes. The mobile command trailer is equipped to serve fire and law enforcement agencies for large incidents. It also is set up at large pre-planned events to serve as a public safety command post.
High Water 1: This specialized unit responds to as part of the water rescue team to any call where flood waters have trapped victims. It has the ability to evacuate 16 victims at a time
Hazmat 1: This unit is part of the hazmat task force. It will respond to all major hazmat calls and equipped with Level A suits and entry equipment. This unit typically see limited service each year.
Hazmat 2: Hazmat 2 responds to all Hazmat calls. It is equipped with basic monitoring equipment and initial leak control equipment. It is equipped with Level B suits and is designed to initiate defensive operations on calls.
Decontamination trailer: The Decon trailer is usually towed by HAZMAT 2 or EMA 9, This mass decon trailer responds to all hazmat calls were there are contaminated victims or crews entered a contaminated zone.
Spill Trailer: The Spill trailer responds to any large spill within the county. This unit is equipped with bulk absorbent and adsorbent pads, various booms, and a large supply of speedy dry.
Evacuation Trailer: The Evacuation trailer will respond to any of the predesignated emergency shelter sites during a mass evacuation. It is equipped with numerous cots, blankets, and amenities needed during an evacuation. This unit is maintained and operated by the victims assistance team.
