I used Blender, for the two beams of light on layer 2 I used two spheres and compressed them along the y and z axis and added a particle effect on layer 3 using an icosphere which I placed on layer 4 as the basis for the particles which are emitted from a plane behind the figure and added a curve circle to use curve guide physics giving the particles a way to swirl around the character and finally rendered out a scene to run it through the compositor where I ran each layer through some nodes for blurring as well as glare nodes to give the beams and particles the characteristic glow, added a mix node to mix the two main elements of the transporter effect together and putting a hue/saturation/value node in to allow for switching between Federation and Klingon style transporter effects.
