This is what Lieutenant/Captain Jack Satchel sees through his right eye. It's basically a screenshot in from the TNG Episode "Heart of Glory" when we first see how Geordi sees the world. It's been edited into a blue color to represent that Jack usually chooses to see the world in the blue end of the EM Spectrum.
Like Geordi's VISOR it feeds all of the information to his brain simultaneously which causes an occasional headache but not as much as a VISOR user. He can't filter out the extraneous information so the way he sees what he wants is to disregard all of the info except for what he wants to see.
This is not an easy task and Jack as of 2364 is still new at using his Ocular Implant and so goes to Geordi from time to time for advice on effectively using it.
