As seen in the Episode being worn by a Holographic version of Jean-Luc Picard, I suspect That "Admiral Picard" was a Fleet Admiral based upon the Rank displayed on his Combadge, Here's How I see the Admiral Ranks being:
  • One Silver Bar and Three Black bars= Rear Admiral Lower Class
  • Two Silver Bars and Two Black Bars = Rear Admiral Upper Class
  • Three Silver Bars and One Black Bar= Vice Admiral
  • Four Silver Bars = Full Admiral
  • Four Silver Bars and a Silver Star on the Golden Delta = Fleet Admiral.
I'm planning on posting a Petty officer Combadge later in the day.

Nice one!

Future Imperfect will be the only time Picard will ever get to be an Admiral.  In the most recent TNG novel,  Picard has been told by Admiral Leonard James Akaar that, due to recent events that he was involved with, he will NEVER be an Admiral.

Yeah but I think He'd be fine with that, he took Jim Kirk's Advice of never letting Starfleet Take him out of the Enterprise's Captain's Chair until he retires.

He's perfectly fine with it, especially as it means he can on the Enterprise-E with his wife Beverly Crusher, and son Renè!

But Starfleet Command is now watching his every move, and there will no longer be any "special treatment".  One mistake could end his career, which now has a large blot on it.

By that token Admiral Riker as well as any other senior staff involved would probably have a similar Blot on their record, That should keep anyone who isn't a captain by that time from reaching that Rank, I wouldn't be surprised if Riker got demoted to Captain for his participation in the Tezwa incident, I also have a feeling Starfleet will want to keep an eye on Data as well even though he declined being reinstated.

Akaar made Riker an Admiral for a reason, and plans to keep him at that rank, and on the Titan (easier to keep track of him)!
Worf might never make Captain because of his actions during the Dominion War (he saved Jadzia at the cost of an important mission)!
Data, now in Soong's advanced android body, only wants to look after his daughter Lal.  He can now alter his appearance and voice, so can keep out of Starfleet's view! 
As for the others, their careers will probably continue as normal, but with a black mark on their records

The Tezwa incident alters things for several major characters, and for the events leading up to Spock going back in time to the altered ime line.  In the Star Trek prequel Countdown we see Data as Captain of the Enterprise, and Picard as an Ambassador.  These events will now probably not happen, putting a big dent in established events, plus the novel writers have no plans to destroy Romulus.
