Nelvana and The Wing make a shocking discovery!
The character in the middle is one of the weirder Golden-age heroes. There was a hero called V-Man. During WW2 an American POW was executed than brought back to life by a peasant. He took an oath called the V-pledge and appeared as a red,white and blue hero. He fought the usual asortment of WW2 villains and had the pre-requisite boy gang helping him out. 
His name was Jerry Steele and he appeared in various titles put out by Fox Comics. There was a second character with the same costume but called The Puppeteer. Which makes no sense since there was a giant V on the front. His name was Alan Hale, when a magic pipe organ played Beethoven's Fifth he transformed, since he owned a puppet shop he called himself The Puppeteer. They are both weird.
Bell Features (Triumph Comics) published a least 1 story of The Puppeteer in Crack Comics.
So using that, I was able to place him in the Triumph Universe.
