I cannot feature anything else (like scraps).
Make sure that the deviant hasn't already received a Daily Deviation within the past 6 months.
Send your suggestions to only ONE Community Volunteer! Since there is only one for Emoticons, this shouldn't be too difficult.
I do not mind self suggestimg, but I think that you should not be the only artist you are suggesting. Only do this if you feel super strong about your piece getting exposure.
