Pasbs Qaa Goetia Amplifying the Familiar

The sealing sigil goes in the ring.  Since the poll is still deadlocked I decided to make something to increase the usefulness of the familiars.  There aren't very many defined familiars yet though.  I don't know what it will do to the actual rulers... I don't actually want to know really.
