This is the Sense of Diplomacy mission: 
Talk some sense into Don Kapon, and convince him to share his vast water reserves with the rest of the region, alongside Gemma and Topaz. Alternatively, stall for time. If you aren’t the talking type, protect the diplomats, and do your best to make sure the proceedings go smoothly. Helping broker a compromise will earn you
2 Artisans rep or 1 Keepers rep.

Penny here is helping with the negotiations. Though, it's easy to predict that Don Kapon will not give up his water resources so freely. He may have a cheerful demeanor here, but Penny knows (even without her nose) that he's got other plans in mind. We'll see in the next page. 

...Also, fun fact: The building here was largely inspired by a building from the game Dark Cloud, known as King's Hideout. I thought it would be fitting.
