Unlike most others, I do believe the Mario Kart game and Splatoon shown are both brand new games.
Splatoon models look smoother, the weapons have new looks, hairstyles of course, and the new maps. I think it could easily have older maps and weapons in it, but it does look to be a completely new game.
As for Mario Kart, it's a harder one to distinguish, but I don't think they would add the duel item mechanic in a remade Mario Kart 8. I feel like this will be a new Mario Kart, but it will have many (or even all) of MK8's courses and characters in it. However, I expect 8 brand new cups with new courses as well. They'll probably just outdo 8 but having more courses without DLC.

I'm actually really excited for the Switch. It's such an interesting concept and I can't wait to see what games they'll have available around launch. But it's really interesting to hear them say it isn't a successor to the 3DS as well. I wonder if in a few years when technology has progressed a bit more they'll release a smaller version aimed at replacing the 3DS.

I think it looks awesome, but I'm wondering: if gen 8 is for the Nintendo switch, does that mean goodbye dual screen Pokemon gaming? Also, would they completely redo the graphics, or just make the current ones better?

It's interesting to think about. It'll be very interesting, especially considering they'll have to make quite the graphical jump.
