I believe this was for his personal campaign, in a world called Eternum.
This is one of the centers of trading and commerce at the mouth of a river, on the edge of the sea.

I particularly like the amount of space relegated for farming. It is economic suicide to import too much of your food, and most maps gloss this over entirely.
