It's been a long time since I've decided to make a list of all the truly free programs available for commercial use and at the same level of professional Tools.
Having done a lot of Internet research I've seen that often they are free only for personal use or with some limitation.
Working on my game I often found myself facing the problem of which software was really free for commercial use.
If someone knows others, write it in the comments and I will add it. It might come in handy to me too.
This list is not limited to painting but includes every variation of art, from painting to 3D modelling and videos and maybe it can be useful to someone.
So here's my list.

Painting and Photo editing
GimpWe all know Gimp, but unfortunately he misses some important features like non-destructive adjustment layers. We have to wait for 3.2 release for this.
With the new version 3.3.3 Krita is AWESOME! If you are used to Photoshop or Gimp, learning Krita will be very easy. It also supports non-destructive adjustment layers. The GUI and the workflow is similar to Photoshop but you will find more useful tools to work with.
Also useful for photo editing.

3D modelling and Textures
BlenderWhat can I say that has not already been said about this fantastic program that I use myself?
Well it's not so hard to learn, but you'll have to take every step quietly. If you want to grapple immediately in advanced modeling, without the basics, then you will feel lost ... a lot!
Now they are working on EEVEE the new rendering engine for Blender with a real time viewport. Sooooo fast!! Yeah, I'm in love with Blender!

JahshakaHave you ever heard of this? Virtual reality authoring toolkit, you can create worlds with this. Still in Beta but seems promising.
Daz 3D StudioModeling and/or library of models, mainly for characters, animation and clothes.
The exported models used in a 3D environment are only for personal use (you must buy a license for commercial use), all the models exported and changed in 2D are yours and under your copyright license.

SculptrisA free version of Zbrush, allows to make 3d modeling and 3D painting. Very easy to use.
Genetica ViewerApart from the photographic textures, sometimes it's essential to have a seamless texture.
This program includes hundreds of textures that are ready and editable. They can also be exported including bump map, specular map etc.

MakehumanIf you're lazy like me or you don't have time to spend even in modeling characters, you can create realistic 3d humans with a few clicks and then export them in different formats like obj, vbh etc.
It's really powerful and easy.
The site is currently stationary but the project is being pursued by the community. So if you want updated information click on Community in the tabs of the site.
